Jason Staack 4d62bc9499 feat(09-01): wire retention scheduler into application lifespan 
- Import start/stop_retention_scheduler in lifespan
- Start scheduler after config snapshot subscriber (non-fatal pattern)
- Stop scheduler during shutdown alongside other cleanup
