docs: add SaaS restriction to BSL 1.1 license

Only the Licensor may offer the Licensed Work as a hosted/managed
service (SaaS). Self-hosted production use remains free up to 1,000
devices. Updated LICENSE, README, and docs to reflect the new terms.
